WITH CHANGING THE CITY STATUTE TO REACH NEW LOCAL MUNICIPALITIES JURISDICTIONS

Palilula Assembly, at the Assembly municipal session, held on 10.09.2015 and which was chaired by Milos Stojkovic, president of the Assembly, launched an initiative for amendments to the Statute of the City of Nis, in the part that relates to urban city municipalities in terms of establishing new competencies, as well as the establishment of a Commission for drafting the Decision on changing the Statute of the City of Nis - composed with the presidents of City municipalities and the presidents of the Assembly of City municipalities, as well as representatives of all councilors' groups that participate in the City of Nis.

Boban Džunić, president of Palilula Municipality, submitted a EXPLANATION on the Conclusion on the submission of initiatives for amendments to the Statute of the City of Nis and the establishment of a Commission for drafting the Decision on changing the Statute of the City of Nis, to the members of the Assembly. "With the Article 103 of the Statute of the City of Nis ('' Official Gazette of the City of Nis '', No. 88/08) it is provided that the authorities of the Municipality of the City authorities give the initiative for the regulation of relations within the jurisdiction of the City, which is of importance for the municipality, as well as to participate in the preparation of the Regulations town whose content is of particular importance to the urban municipality. Pursuant to Article 25 of the Law on Local Self-Government (Official Gazette of RS, No. 129/07 and 83/14) the City its original jurisdiction in certain areas of the Statute may delegate to the city municipalities. In fact during the application of the Statute of the City of Nis (Official Gazette of the City of Nis '', No. 88/08) in force, pointed out the need to review the existing division of work and activities between the City and City municipalities, and this is all for more efficient functioning of the entire City its territory. These changes should ensure better functioning of local self-government and provide the basis for undertaking measures relevant for resolving the issue of the rights and responsibilities of local government. The objective of these changes should be aimed at enhancing the development of local self-government and the realization of common interests of the City and City municipalities. In this way, we want to get to the Statute of one modern City of Nis closer to the real life and where will decentralization will be implemented. Please note, that in this way it will enable also to perform other functions efficiently, which will reach a generally accepted and long-term solutions, and the experience of European cities and the City of Belgrade would be applied also here, in the city of Nis. Consequently to all these, Palilula Municipal Assembly initiates to the City Council of the City of Nis, to propose to the Assembly of Nis, a Decision on the accession of the changes of the Statute of the City of Nis and the establishment of the Commission for Drafting Decision on changing the Statute of the City of Nis. The conclusion will be submitted to the City council of the City of Nis for further jurisdictions.

MANAGEMENT of Palilula Municipality-Nis provides services to the citizens in accordance with the high standards of work. It has successfully passed recertification audit of the implementation of a new quality management system that will be applied up to August 9 2018. According to Boban Džunić, to this Municipality was also given the certificate, which refers to "the provision of services under the jurisdiction of the City municipality and improving standards of living in the community." The quality management system is an integral part of our business policy and all activities on its establishment, maintenance and continuous improvement are in accordance with the relevant legal regulations.
